Job Overview:  Perform a variety of administrative duties related to the general operation of the business and human resources functions.

Job Responsibilities:
*Administer procedures for recruitment, new hires, transfers, promotions, compensation and terminations. Partners with manager to facilitate timely processing.

*Assists in recruiting initiatives as requested, including: developing and posting job announcement; collecting applications to be submitted to management; scheduling interviews; and ensuring that candidates undergo required pre-employment testing and checks.

*Oversee bi-weekly payroll for market.

*Oversee the implementation of FCC EEO Program to help ensure compliance. 

*Ensure the market's annual EEO Public File Report is completed with assistance from Corp HR and assure EEO compliance measures have been performed in a timely manner, consistent with current EEO specifications and in accordance with licensing renewal measures

*Conducts new employee orientation; ensures new employees understand Authority policies and procedures and have a positive first impression of the Company; assists employees in completing new hire paperwork; and follows up with employee and manager during the probationary period.

*Ensures HR files and filing systems are current, accurate and neat at all times; monitors file retention to ensure that recordkeeping is in compliance with all applicable regulations; and maintains confidentiality.

*Point of contact for leave of absence activities, works with Corporate HR staff on facilitation of leaves

*Point of contact for location Workers Compensation inquiries; assists with completion of documentation and follows up on employee injuries. 

*Working with the Market Controller, serve as liaison between employees and Hubbard Broadcasting's Corporate offices when concerns arise Ensures performance reviews are thorough and completed in a timely manner

*Coordinates efforts to promote a positive work culture including, but not limited to: employee welfare activities, DEIB initiatives, and workplace improvement suggestions.

*Establish and manage the programming schedule and contracts for broadcast and websites. Make decisions related to the airing of programs based on inventory and network schedules. 

*Make recommendations for changes as necessary. Implement changes. 

*Handle all viewer questions, comments, and complaints for programming.

*Responsible for the accurate completion of all required FCC quarterly reports. 

*Gather all necessary information and data to complete reports. Submit to Corporate for filing. Produce monthly syndication programming usage report and distribute.

*Ensure the stations meet children's programming obligations as required by the FCC. 

*Monitor the number of hours; make recommendations if the stations are running short and sets into motion necessary changes.
*Primary contact for Public File inquiries. 

*Attend meetings as required and needed.

*Works cooperatively and collaboratively with all departments. Acts in a professional manner when representing each station. 

*Works established hours.

*Complete other duties as assigned.


Qualification:
*Previous work in broadcasting required. Prefer experience in network and local program scheduling. 

*Prefer experience and knowledge of FCC rules and regulations including children's programming guidelines.

*Associate degree in accounting, business administration, or related field or equivalent relevant work experience.

*Ability to interpret FCC, federal, state, and local laws and regulations, as well as station policies and procedures related to the position.

* General human resources knowledge including benefits, labor and employment practices preferred.

*Ability to demonstrate strong organizational, planning and coordinating skills. 

*Ability to accurately and rapidly compose effective correspondence. 

*Knowledge of Microsoft Office suite of products.

*Ability to handle multiple priorities and complete tasks efficiently and effectively.

*Ability to establish and maintain effective working relationships with co-workers, vendors, consultants, and corporate staff.

*Ability to maintain composure and tactfully handle difficult situations and interpret questions correctly; ability to behave in a friendly, understanding, helpful, and professional manner with clients/customers, coworkers, supervisors, corporate staff, and the general public.

*Strong customer service orientation with excellent written and oral communication skills

*Ability to interact with employees at all levels within the organization as well as with outside vendors

*Receive, process, and maintain confidentiality in all matters pertaining to the market. 

*Project an appropriate professional appearance and demeanor.

*Ability to function in a team environment.

*Ability to work established schedule and other hours as needed


Physical requirements:
*Ability to read, hear and speak clearly. 

*Ability to prepare reports, business correspondence, and business proposals. 

*Must have manual dexterity for keyboarding and manipulating control and tools. 

*Ability to communicate in English both verbally and in writing.

* Requires the ability to think critically, logically and tactically and to articulate information in clear, concise manner to others.

Compensation and Benefits:  When extending an offer, the company considers a variety of factors such as (but not limited to) the candidate's work experience, education/training & key skills as well as internal peer equity and other market and business considerations. The base hourly range for this position is $24.00 - $28.00 The above range represents the company’s good faith and reasonable estimate of the range of possible compensation at the time of posting.
